The structure took the form of twin pylons, which were designed to be moment resisting, minimizing the need for cross bracing.

Inclination of the pylons yielded the further benefit of dynamic appearance, evocative of the movement and energy of horseracing. The forward projection of the observation cabins balances the rearward thrust of the pylons to suggest a state of dynamic equilibrium.

The cabins are entirely glazed, however are designed with fully retractable window panels which when opened, offer 180 ° of clear vision. The top cabin is roofed by a protruding inclined plane which reflects the geometry of the large contemporary grandstand located to the south of the new tower.
